The City of Saint Charles Human Resources Department is currently recruiting for the position of Assistant City Administrator for the Administration Department. The purpose of this position is to assist and support the Director of Administration/City Administrator in planning, directing and reviewing the activities and operations of the City in the areas of strategic and operational planning and performance management. Performs complex administrative and professional work on a wide variety of project management and municipal managerial functions. The Assistant City Administrator is responsible for the executive leadership, direction and management of several City departments. Other duties include advising the Director of Administration/City Administrator, interacting with and supporting the Mayor and City Council, resolving conflicts, coordinating report preparation, and acting in the absence of the City Administrator.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Works closely with the Director of Administration/City Administrator and the executive management team to define and accomplish established strategic goals and objectives and execute successful business strategies.
  • Attends City Council meetings, reviews and approves City Council communications prepared by areas of responsibility, provides information on matters relating to the department, discusses policies and procedures and presents recommendations to the City Council.
  • May represent the Director of Administration/City Administrator at other related meetings and programs, making speeches or presentations and reports on activities as requested.
  • Negotiates contracts and solutions on a variety of administrative, fiscal and special projects. Participates in the preparation of the capital improvement program (CIP) and operating budget, ensuring compliance with applicable laws, regulations, and recommended budget practices.
  • Advises the Director of Administration/City Administrator on operational matters through oral and written reports, using effective verbal and written presentations.
  • Initiates and prepares correspondence, reports, agreements, data analysis, policies and procedures.
  • Manages community involvement by conferring with residents, businesses, board members and the general public, participating on teams and with regional agencies, representing city management and elected officials, corresponding with the public, addressing problems, and providing information.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe work environment; and, making hiring, termination, and disciplinary recommendations.
  • Provides leadership and assists in creation of a learning organization that encourages mentoring and professional development.
  • Develops support systems that encourage cross-functional cooperation and support initiative taking.
  • Performs other duties of a similar nature or level.

Minimum Training and Experience Required to Perform Essential Job Functions

  • Seven years of demonstrated leadership experience in a municipal government, including a minimum of five years of pivotal responsibility for developing, implementing and managing goals and objectives with significant organizational impact.
  • Must be able to multi-task, manage multiple departments and projects effectively.
  • Must be high-energy, creative and innovative, have excellent problem solving and people skills, and a true desire to serve the community.
  • Bachelor's degree from an accredited college or university with major course work in public or business management, or public or business administration is required. Master's degree preferred.
  • Knowledge and experience in working with boards, commissions, elected officials or any other political boards.
  • Excellent writing and communication skills.

PREFERRED/DESIRED QUALIFICATIONS:

  • Prior municipal governmental experience, including department head, assistant city manager/administrator or city manager/administrator
  • Master's degree in public or business management, or public or business administration
  • ICMA Credentialed Manager (ICMA-CM)
  • Knowledge and experience with workflow indicators and performance measures.
