The City of Saint Charles Human Resources Department is recruiting for a Utility Engineer III Water and Wastewater Operations for the Public Works Department. The purpose of this position is to coordinate water, wastewater, and storm water infrastructure maintenance and repair operations, long range planning, CIP projects, and wastewater facility contract operations to support compliance with regulatory agency guidelines and operating permit requirements.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.


  • Support the Directors of Public Works and Engineering in all duties.
  • Develop asset condition assessment ratings and coordinate recommended preventative maintenance programs for water and wastewater infrastructure with operations supervisory personnel.
  • Implement I/I studies and flow monitoring programs to assess wastewater system hydraulic capacity and condition.
  • Provide technical support for the Department's ongoing Capacity, Management, Operations, and Maintenance (CMOM) program.
  • Complete internal Department analyses, studies, and projects on the City's utility systems as assigned.
  • Evaluate CIP projects and maintenance/repair programs for wastewater collection and water distribution system infrastructure respective to CMOM and cost-benefit analyses and make recommendations for improvement.
  • Use and analyze information from expertise, engineering studies, historic records, and the City's Enterprise Asset Management System (EAMS) / Computerized Maintenance Management System (CMMS) to develop long-range asset plans, cost-effective projects, and prioritized annual programs for infrastructure preservation, I/I reduction, leak detection, routine and preventative maintenance, etc. to optimize infrastructure condition and maximize available system capacity.
  • Provide professional engineering judgment and direction respective to water and wastewater system infrastructure including treatment facilities, wells, and pump stations.
  • Develop and administer RFPs and contracts for operation and maintenance division projects and funding.
  • Prepare reports and make presentations to elected officials and public entities including but not limited to City Council and Board of Public Works.
  • Resolve sensitive customer service issues including claims and appeals, either personally, by telephone or in writing.
  • Coordinate project execution, GPS/GIS data collection, EAMS, CMMS, etc. with Engineering Division of Public Works and other City Departments.
  • Create, implement, and monitor policies, procedures, and programs for operation and maintenance division personnel to follow in their use of EAMS and their work on the City's utility infrastructure.


Minimum Training and Experience Required to Perform Essential Job Functions


  • Bachelor's Degree in Civil Engineering preferred.
  • Registered Professional Engineer with ability to obtain State of Missouri licensure within one year preferred.
  • Ten (10) years civil engineering experience in the design, construction, inspection and/or maintenance of municipal water distribution and wastewater collection systems.
  • Ability to plan, organize, manage and administer projects requiring coordination with others.
  • Skilled in review and understanding of construction drawings and/or existing site conditions to determine compliance with project specifications and regulatory permit requirements.
  • Ability to establish and maintain effective interpersonal relationships with employees and the public.
  • Valid State of Missouri motor vehicle operator's license required.
  • Any combination of education and work experience that demonstrates equivalent knowledge and capacity to perform required duties and responsibilities.
